A staged case for supporting discovery, build and pilot delivery. Version 1 — September 2026.

Purpose

This document provides the core narrative and evidence framework for a grant application. A final application must be tailored to the eligibility rules, scoring criteria and required outcomes of the selected fund.

The case for intervention

ExEx is designed to test whether a trusted marketplace can return under-used experience and practical capability to productive commercial and community use. Existing routes can leave organisations with unmet needs while experienced people remain difficult to discover or engage on flexible terms.

Traditional recruitment, job titles and CV keywords do not always describe the specific knowledge an organisation needs. Informal networks can work well, but access to them is uneven and difficult to scale.

Public value and additionality

The grant case centres on unlocking a resource that already exists: experience, judgement and capability that can otherwise become disconnected from organisations that need it. A pilot would test demand, matching quality, trust mechanisms, accessibility and the conditions required for a sustainable national service.

Governance and evidence

Any funded programme would be tied to defined milestones, spending controls, a risk register, transparent procurement and measurable outcomes. Claims would be supported by evidence gathered during discovery and pilot delivery rather than by assumed marketplace scale.
